ABOUT
JDS Emergency Management Specialists prides itself on being, well, different. After twenty years in emergency management and response, what we saw coming out of government was frankly boring, uncreative and ineffective. Creating templates that are easy to use, nice to look at, and fun to exercise has been proven to have incredible value. Who wants to write a huge plan and then never use it?
Our methods of using the Whole Community approach, where communities interact with government agencies in real, meaningful dialogue has been successful throughout the Bay Area.
OUR TEAM

Diana Homsey
Founder and CEO
Diana Homsey is an emergency manager from San Francisco, California. She began her emergency management career in Alaska where she worked as a helicopter glacier guide and trained as a first responder with local Fire, EMS, and Search and Rescue. From 1998 to 2013 she was a search and rescue search manager in Alaska and California.
Diana brought her production and response experience to the City of San Francisco Department of Emergency Management in 2010 as a Special Events Coordinator. There she began working on the San Francisco Fleet Week Senior Leaders Seminar and Defense Support for Civil Authority Exercise Series now recognized as the national model.
Diana continued her public service as an emergency manager at the Port of San Francisco as the Emergency Services Coordinator where she helped forge the first Port Reopening Coalition with the USCG. In 2019 she joined the UCSF Police Department Homeland Security Management Team as leading the EOC efforts during the COVID pandemic. She then served as the Director of Emergency Management at the Department of Public Works.
Diana continues her dedication to the Fleet Week program as the Chief of Staff and Director and of Operations.

Daniel Homsey
Team Leader
Daniel Homsey is a community resilience pioneer from San Francisco, California. He is an internationally recognized expert in the field of community disaster resilience with a focus on mitigating the impact of climate change driven shocks on vulnerable populations and communities. His track record of supporting communities as they craft hyper local resilience strategies that focus on mitigation, readiness and response while focusing on cultural competency and resident leadership development has been proven to be effective under multiple hazards. Daniel has been recognized by the Centers for Disease Control (CDC), the Federal Emergency Management Agency (FEMA) and the United Nations (UN) as a best practice and has influenced other municipalities’ community resilience development work.
Daniel worked for the City and County of San Francisco for twenty years and is the creator of the Neighborhood Empowerment Network and The Shake Tank.
